而且后面那个to what had been。。。看上去是对communal ownership of land的补充说明？

变成了At the time of the Mexican agrarian revolution proposed a return to communal ownership of land？revolution不会propose吧？

看题目貌似不是划线部分，那就是说that of...和主语关系不大才用插入语的形式表达，这里的that不是定语那样的that，而是代词that，指代faction，去掉这个部分也没关系，只是起到了进一步解释作用。
At the time of the Mexican agrarian revolution, the most radical faction, that of Zapata and his followers, proposed a return to communal ownership of land, to what had been a pre-Columbian form of ownership respected by the Spaniards.
　　(A) 是对的，我的猜测：to what had been...是类比结构，意思是正如一种被西班牙人所尊崇的前哥伦比亚形式的所有权。也可这样理解：what指代了前面a return to communal ownership of land.

　　(B) 错误，respected by...是ownership的定语，最好放在一起；而且ownership of the pre... wordy

　　(C) 错，如B，且后半句的动词不应该是respected

　　(D) in which 引导的从句修饰land，与原句意思不符，而且也不需要有逗号

　　(E) 错误，that引导的定语从句一般直接修饰紧邻名词，意思也不对
