A. It这里不能指代一句话，指代错误；

B. 正确；原句补充完整：Soaring television costs accounted for more than half the spending in the presidential campaign of 1992, a greater proportion than the proportion television costs had accounted for the spending in any previous election;

C. they have been中的been与之前的accounted不对应，直接改成were就好；they指代错误；指代同B中还原后的正确句子；现在完成时使用错误，in any previous election说明应用过去完成时;

D. Which不能指代前面的词语；

E. Which不能指代前面的词语；it指代不清。

后面的讲解我总觉得有问题，望大神讲解一下？in any previous election说明应用过去完成时？

因为主句是accounted for过去时， in any previous election-->过去的过去故而过去完成时

所以不是因为in any previous election 这个短语本身用过去完成时而是因为主句里的提示。。。恍然大悟了...
其实整个句子是省略了 television costs accounted for more than half the spending这部分，那C呢 所说的were 是什么意思
