All companies I know (my classmates joined), including big banks and IT firms are pushing you to get H1B at first year since there is no guarantee you would get it the second year by lottery. You are not encouraged to use OPT unless you have good reasons.
If your company doesn't apply H1B for you in first year and you failed to get H1B lottery in second year, it is a loss to the company who did a lot of training and provide sign-on bonus/relocation to you. In order to retain the talent, company then needs to spend much more to relocate you to international office for 1 year (more than two friends relocated to HK for a year b/c h1b issue)
What you said only applied to smaller firms, low paid job or media/art related companies. Those companies don't traditionally sponsor H1b and they are not sure if they want to do that. So they postpone it as much as possible.
Trust me, for any 100K+ job, visa application fee/attorney fee is a small fraction of total cost of hiring
