it 和iits 是指代对象是不一致的。
it 做形式主语指代后面 possible to move under....
具体的知识点可以参照曼哈顿语法12章 placeholder it 那一节的内容。
its 指代的是steam locomotive。
曼哈顿上讲的关于指代的ambiguous那几条rules，在实际情况中也有违背的时候

对指代我也不太清楚，都是个人理解了，希望能帮到你
