B项的  and  前后不平行。 而且 and 前后句意的逻辑层次也不对。

语法角度来讲：
前后was的功能不一样，不能省略（第一个was是be动词，第二个was是被动语态）

意思角度来讲：
but表示转折 → but之前的句子和but之后的句子形成明显的对比
前半句import public places all had installed & electricity was in less than one percent of homes（形成对比，正确）
但是B选项变成and（lighting由什么方式提供的）可以和前半句import public places all had installed 形成对比么？错误

and的增加使得lighting由什么方式提供的 & electricity was in less than one percent of homes具有同等的重要性，这个时候前半部分要和后面这个and连接的两个句子都要形成对比，这样but的用法才能被justified
