【求助】关于that后面接there be句型的疑惑

今天在复习曼哈顿，看到一个改错:
原句： The consultant is looking for a cafe where there are comfortable chairs and that provides free internet access.
曼哈顿改成了：The consultant is looking for a cafe THAT has comfortable chairs and THAT provides free internet access.
这里的考点是平性原则，因为未划线部分用了that 从句的用法，这个我理解。

后来就又看到一题OG13的：
Although a surge in retail sales have raised hopes that there is a recovery finally under way, many economists say that  without a large amount of spending the recovery might not last.

(A) have raised hopes that there is a recovery finally
(B) raised hopes for there being a recovery finally
(C) had raised hopes for a recovery finally being
(D) has raised hopes that a recovery is finally
(E) raised hopes for a recovery finally

答案是D，没疑问，我想问的是OG解释关于A的：A     Subject and verb do not agree; there is .. .finally underway is awkward and wordy.

如果A的have改为has，请问这题可以选吗？
我好像 隐约记得说that后面不能跟there be的从句，说这样子表达一般都很wordy。
但是忘记出处和原因了。。。求大神指点……

又抓到一题：
Gall's hypothesis of there being different mental functions localized in different parts of the brain is widely accepted today.

(A) of there being different mental functions localized in different parts of the brain is widely accepted today
(B) of different mental functions that are localized in different parts of the brain is widely accepted today
(C) that different mental functions are localized in different parts of the brain is widely accepted today
(D) which is that there are different mental functions localized in different parts of the brain is widely accepted today
(E) which is widely accepted today is that there are different mental functions localized in different parts of the brain

答案是C，很明确，非常简洁明了。我的问题是D：如果把which is去掉，直接是 hypothesis that there are。。。这样可以选吗？
OG的解释是：D    Which is and there are introduce a wordy and awkward construction.  ——我知道这俩摆一起肯定wordy了，如果只留that there are呢？

另外我全文检索了整个prep08的正确句子，真的是一个that there be句型 都没有。

最后总结下我的问题： that there be句型，wordy在哪里？是否这种句型出现就直接叉掉了？目前还没在真题里找到反例（可能是我自己看的题目太少）
所以想请牛牛们从语法角度解释下原理？谢谢！

楼主，我也是来求教的，不过OG13那个Subject and verb do not agree我觉得是指Have应该是单数，因为分句的主语是a surge，所以如果改成there are也是不能选的。有错还请指出呢

我记得好像在所有的官方题源里面，有一题的正确选项是there be的，但是其他选项都错的很离谱（具体哪题记不太清）
其实there be句型there就是一个dummy subject

看到这种结构be skeptical就好，如果其他选项有非常致命的语法错误且你已经用完了其他所有split了，再去考虑下there be，有点类似于做题遇到pronoun ambiguity的意思

当然如果有一个选项写的很好，就毫不犹豫的去掉there be这个选项吧

囧 战术上确实这么处理了  there be放到从句感觉就是个灾祸 谢谢DUKB斑竹

就是自己复习的时候有点想不通 到底哪里that there be得罪GMAC老爷爷了 似懂非懂
难道是觉得there放在前面做代词多余了？木有指代对象？还是？

there be老是错的原因是因为其他选项总是把there be要表达的意思表达的更为直接，有效，简洁！
