A of B与固定搭配的区别                                         From OG-2

固定搭配a number of sth. 后面谓语动词跟sth., 因为 a number of 是数量限定， sth. 是中心词。

非固定搭配 the number of sth. 后面谓语动词跟单数， 强调the number，中心词不是 sth.

固定搭配1％（99％） of sth. 后面谓语动词不定.

Percent can take a singular or plural verb, depending on how the quantity being described is viewed.

Very often what determines the form of the verb is the noun nearest to it. Thus one might say

Eighty percent of the legislators are going to vote against the bill         or

Eighty percent of the legislature is set to vote the bill down.

In the second sentence the group of legislators is considered as a body, not as individuals.

When percent is used without a following prepositional phrase, either a singular or plural verb is acceptable.

LZM书上主谓一致第9条，量词修饰的主谓一致：
(1)"a series (array, species) of+主语”中，谓语用单数；
