还是自己回答吧，经过与老同学的讨论，解答如下：
but不能做adj.，只有adv.意为“仅仅”。所以but不能修饰one, 只能修饰动词。此处是is. is but意为“仅仅是”。
整句的意思是：有那么多NB的设施，Trenton仅仅是众多 communities 中的一个。are looking to use their waterfronts to improve the quality of urban life and attract做定语从句修饰的是communities，而不是one。
