各位，我想问的是C，通过意思很容易选B并且排除C，但如果不看意思单独看结构，og上说C的each没有verb，that是had been的主语。我想说的是，这里难道不能看成大师句么？也就是each不做成份，单独是为了防止that指代不清。
比如，I was admitted by the Harvard, the administration which made me happy. 这里我用一个administration防止whi c h指代不清，这句是个好句子。

可不可以这么理解：在英语中，如果翻译“每一个州都有一个联邦政府”，这个“每”就不能在逗号的后面，如果一定要在逗号后面跟个定语从句，那必须是all？
