好吧没人解答 但我自己搞明白了= =  during the first three months 和 over the last two years  都是现在完时的标志，但在本题的语境里 increse 和 fall 有明显的先后顺序 所以不可以都用现在完成时
此时可以将after falling 作为increse时间点的一个 modifier

至于over要不要用完成时，我觉得并不是一个必错的问题，只是一个更加好的用法罢了。而it代词指代出现错误是不可原谅的问题。
