不是NN，来分享下思路
1.avoid的是fees
2.that没错，定语从句修饰ones=fees，that修饰紧邻的名词或者简单跳跃介词短语，但不可超过上一个谓语进行指代。
A：正确over....year, 所以用完成时态，that修饰ones=fees，和consumers关系ok
B：时态问题；become暗指新的fees也是在变化，但是原句只是说are，没有暗指这种转变。
C：去掉修饰banks的raising和inventing，成了banks make them harder；且them完全指代faising到inventing的内容，用来被avoid扭曲原文含义，而且意思诡异
D：时态；这个选项想用as表达伴随。而要表达随着随着的话，主句谓语形式不该用一般现在时态
E：it is becoming感觉和as要表达随着a，b如何不相符合；avoid 后的them完全多余。

that指代的黑体，这个句子里面ones也是fees，that有跳跃修饰的，但是很少，一般都会有歧义，需要根据句子意思判断。这里并不是跳跃修饰，是修饰了A and B,所以后面是ARE
