我觉得正确答案D： households were confident they could safely感觉不通顺啊。。是不是要在confident后面加that？或者此处是什么语法点？

前面是not as,所以后面应当也是转折词+as， 那么剩下的就只有D了
我也觉得是省略了that，可能是因为sign后面有个that，连续两个有点多余？
