我认为that是指代statements的，are则是that的系动词，但是they may not think打乱了我的思路。。。请各位友邻指教一下这个结构到底是怎么回事好么？

感觉这里的 they may not think是嵌入式关系分句，你做题的时候注意忽略就可以了。
同样的还有they think/suppose/claim/say

不过，如果你这么理解they may not think that(statements)  are true也是解释的通的
