OG12/13 SC55 applying修饰问题（新增OG13 SC66即OG12 SC65的V-ing修饰问题）

想确认一个弱智的问题：
选对了，也知道applying改变原句逻辑。不过做题的时候好像理解错了，是我一个语法盲点：我以为applying修饰的是逗号前面一句句子，即applying的逻辑主语family。
但是似乎Applying修饰的是主句，逻辑主语是builders。

也就是说句尾“, V-ing”修饰的永远是主句或主句的动作，逻辑主语是主句主语，是吗？？？不管主句和“, V-ing”之间是不是多于一个逗号是吗？？因为看OG中“, V-ing”的正确句子似乎都只隔一个逗号就错以为“, V-ing”就是修饰逗号前的句子了。

【补充！！！！！！！！】刷OG的时候又发现一个问题推翻了以上我的无责任总结！！！！！！！！！

答案C。The last part of the sentence describes the breakwater and should consist of two grammatically parallel phrases, absorbing … and protecting, in order to show two equal functions.（OG解释）

原来“, V-ing”的修饰对象也可以是从句主语（从句主语+谓语或整个从句）？！那这里是否做从句的伴随结果？
（有些人说absorbing作后置定语修饰之前名词（宾语）a breakwater of rocks，但我觉得他们是漏看了OG解释的最后一句（划线标出）：The last part of the sentence describes the breakwater and should consist of two grammatically parallel phrases, absorbing … and protecting, in order to show two equal functions.
所以说我觉得absorbing不单单是修饰名词，比较同意absorbing做前面从句的伴随结果的说法，逻辑主语是breakwater。）

于是我又更新了我的无责任总结：
“, V-ing”并非一定修饰主句，而是修饰上一层级的句子。如果“, V-ing”在主句后（不管后面有没有非限定性从句，如OG55：D、E选项applying的错误修饰），则“, V-ing”修饰主句主语+谓语或整个主句；如果“, V-ing”在限定性从句后（即在主句下一层的从句中），则修饰从句主语+谓语或整个从句。

PS. after doing的情况貌似有些不同于“, V-ing”，因为after doing前面可以没有逗号。如果after doing包含在非限定性从句中，那应该解释为它修饰从句主语which(profits)呢还是解释为它和which并列修饰主句宾语profits呢？句意上看貌似是第二种。那就说明which和after doing形式上可以并列，意思上表示动作先后，是吗？见下：
e.g.: The results of the company's cost-cutting measures are evident in its profits, which have increased 5 percent during the first 3 months of this year after falling over the last two years.

这句话的话好像用法就类似句首V-ing+逗号+SVO：
After suffering $2 billion in losses and 25,000 layoffs, the nation's semiconductor industry, which makes chips that run everything from computers and spy satellites to dishwashers, appears to have made a long-awaited recovery.

请大家指点一下我以上的无责任总结对不对啊？？？？？？？？？？？？？？？？？？？？跪求！！！！！！！！！！！！

如果applying在这里的逻辑正确，那么修饰的是builders没有问题，applying作伴随状语，修饰前面的主语和谓语，原句的意思就变成了“Many house builders offer rent-to-buy programs, applying part of the rent to a purchase later" 很明显这句话的逻辑有问题。 在66题当中，我的理解是”absorbing... and protecting..." 始终是修饰主句的主语和谓语的，这部分作为结果状语修饰主句的主语和谓语，即“the Army Corps of Engineers proposed..." 我的理解是这里有表目的和结果的含义: the army of engineers proposed building a breakwater to absorb the energy of crashing waves and protect the beaches, 这里表达了建造breakwater的目的和结果是absorb the energy 和protect the beaches.

我不知道能不能这样解释，我也没有碰到过类似的情况
