正确答案是D，我的疑问在A。

因为我在做的时候，把 the amount of phosphates想成是1972年以前的某一年规定的phosphates的排放量。翻译过来就是：1972年合约减少了之前规定的phosphates的排放量

于是就觉得满足了过去完成时：因为持续了一定时间，在1972年这个过去的时间点被更换。

过去完成时从来都是纠结好久。。。谁能解释一下。。万谢！！
