我的问题是：这个句子的形式是it hampers the ability of some childre to do sth and to do sth. 但是不是一般第二个to都是会省略的吗？为什么这里不用省略呢？

其实吧and 并列结构to 可以省略也可以不省略啊，就看有没有歧义了。在没有歧义的情况下就可以省略，但是有歧义就不可以省略。
