求教：percent/proportion/fraction of +n谓语 单数or 复数？

请教各位牛牛们，percent/proportion/fraction of +noun 后面的谓语动词是单数还是复数呢？我以前一直认为由of后的noun决定，但是刚才做OG D43

Despite the increasing number of women graduating from law school and passing bar examinations, the proportion of judges and partners at major law firms who are women HAS not risen comparably.

这里proportion of后面的名词是复数，但是谓语动词用单数。
迷惑中。。。请问各位怎么想？

1.SANAM（some、any、none、all、more/most,part）+of+n. 单复数由 n. 决
定
2.fraction/percent/majority/minority+of+n. 单复数由 n.决定
3.not one of 或 one of… 谓语是单数 （这里的 not one of 不等于 none） ； not
any，谓语复数

非常感谢这位牛牛。我在OG逻辑中看到一个句子：
The percentage of restaurant bills paid with a given brand of credit card INCREASES when that credit card's logo is displayed on the tray with which the bill is presented.
这里尽管percentage后面跟的是复数名词，但是谓语动词仍是单数。那我是应该把percentage理解成portion, group of 的表整体的名词吗？

其实我觉得 就是用 the XX of  看 xx 决定  用 a XX of 看 of 后面的名词决定

if the PROPORTION ITSELF did something, then "proportion" itself is the subject, and you use a singular verb:

the proportion of filipinos living in milpitas has increased --> it's the actual proportion that has increased (filipinos can't "increase")
a large proportion of the filipinos in milpitas work in san jose --> the filipinos themselves work (a proportion can't work)
