Thank you for your fast and thorough analysis on this question, I've learned a lot.

yeap, it should be one of few exceptions in the GMAT SC

But I just recommend you to analyse the official source to draw a conclusion in GMAT SC, rather than those foreign papers. ( Because there are no involvement of those foreign editors in designing these official questions)

however, I remerber that when "and" is preceded by a comma, a subject is required in the following sentence. (just based on my observation in the official source, i am not sure)
