我认为这是因为时态错了，如果是一般现在时应该没有问题， 因为不是在过去要求现在不要求了，而且客观事实用一般现在时
当然这是一个老问题了，有人说法律后边就要跟 ving。但只是我的说法未必正确，但是法律后边必须跟ving我认为肯定错误，

当然记住大多情况下跟ving还是有帮助的
