如果是it is 那后面就是一个完整的句子了（另外句意好像也不通顺），两个句子不能直接联在一起

关于 第 27 题 , 我是看PP语法笔记上的解析写着是 whether or not 的变体, 无论, 不管 … 的意思, 而不是 neither … or …. 的用法, 可以告诉我比较详尽的原因吗?? 不好意思, 我真的是不太懂, 谢谢~
