这题，为什么不选A呢。。。。题干简化后应该是，rain reduced production to tons, which is nearly 25 percent less than tons of the 1978 harvest
nearly 25 percent是在修饰tons
A用those指代tons，不是很合理么

those of多余了，已经多了是the1978 harvest了，没必要再加those of了

那就不应该用less,而应该用fewer了~

25%不是修饰tons，是修饰India's rice production, 前后比较对象也是rice production 和 harvest比，因为这样才有可比性。用less的原因也在此
production 和harvest都不可数，所以才用less

manhattan上面第十章讲到单位名词（dollars gallens tons等）比较时用less 而不用fewer。这个应该不是排除的依据把，我迷惑了
