看到之前的总结帖说这道题Than后面省略了those born to women，不是省略those were born to women么？

原句A large rise in the number of housing starts in the coming year should boost new construction dollars by several billion dollars, making the construction industry's economic health much more robust than it was five years ago.  
用was的原因是the construction industry's economic health is robust么？
