我的思路是，为了满足平行，后面一个必定是investing，再比较A和B，只能选A。答案没有问题
但是我搞不懂a means to和a means of 的区别，或者后面一种我们平时常见但在GMAT中是不能用的？

The idiom as a means of would incorrectly suggest that stressing the arts is a kind of greater economic development.
后面这句到底是什么意思呢？
