GMAT中compared with 与 compared to有区别么？

我记得我在白勇还是哪看到说compared with 做比较，compared to 意思为把A比作B，可今天做了一题

发现compared to全是做比较啊？？？？？？？？？？这是为啥？我以前一直把二者区分开做题的，我晕。刚有朋友说2者在G中没有区别，都可做比较。
我想问下，compared to是多意？既可以做比较，又可以做“把A当作B”？？？
