结构就是你说的：farmers borrow against collateral to get through the harvest season 农民用抵押借款的方式度过收获季节（需要用到大量费用：比如人工费，燃油费，运输费，仓储费等）
把同位语去掉就是Declining values for farm equipment and land are going to force many lenders to tighten or deny credit this spring
borrow against sth 银行借贷里面经常用到的术语，就是借款时用什么物品作为抵押。
