我是这么理解的。。。。理工生的思维请不要介意：
or是或的意思，也就是并集；and是与的意思，也就是交集。
前面有个否定，这里用or就是或非的结构：上划线（A + B +C）
not A， B，or C
则A，B, C 三个中，任意一个不符合条件，则总体不和要求
如果这里是用and的话，就是与非结构，上划线（A*B*C）
全部不满足条件，才总体不和要求。
