我觉得A正确，因为who 只能修饰人，所以即使根据就近原则也只能修饰 the people
而且 B可以理解成两种意思，所以不正确啊，书上的解释也是这么说的啊。。。

正因为who只能修饰人，而A的who在语法上是修饰ride所以错

但是我觉得 who因为只能修饰人，所以就可以跳过ride来修饰 the people啊。
另外我觉得B句因为有歧义所以不能算对吧？

我明白你的意思，我曾经也这样想过。 不可以因为who只修饰人，你就跳过ride。在语法上，who就是在修饰ride，所以错。

至于B，它并没有歧义。 它的意思就是载了等车的人，我猜你是要说它有可能是指The driver took       （the people who had been waiting for a ride），或是指The driver took the people who had been waiting     （for a ride）
但是第一种理解错，因为这样说不对
