OG13 Q77 主句如果是过去式从句需要也用过去式吗？

这题我上来就把D排除了，因为记得有这样的语法，从句时态需要和主句保持一致：主句这里用了 reduced ,所以我认为后面至少得用 were allowed。

这个理解错了吗？

当遇见时态题时要小心，不同的理解答案不一样，所以，破题点应该是先找有无绝对的时态提示，这题：A 1972 argument 做的决定，一定是过去式。 排除C,E。  当表示time, quantity, or other measurements  as the first word， 你不能省略 Of.  必须写成XX of XX。B 排除。reduced the amount ofphosphates that municipalities had been allowed to dump。明显的逻辑错误。 决定一个曾经决定的决定。。。 <ps一句，汉语真是博大精深啊！>   只剩下 D。 D表达的意思是，现在这个决定还一直起效。 所以现在时。  一定不能死抠一个句子时态要一致，没有这么绝对！^^
