不是NN. 我觉得不可以省略. 如果省略, 后面补足就表示were as disturbing to his own time as (they were)..那么时态就不对了.

to his own time. 觉得可能这里介词不是考点, 别的更重要.

in和to是和his own time成意群的，不是disturb搭配，disturb是及物动词。

意思是对他那个时代的影响，和对我们现在正在作用的影响？为什么要用过去进行时呢？
