无论如何不明白。请教OG12 SC第74题

A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities had been allowed to dump into the Great Lakes.
(A) reduced the amount of phosphates that municipalities had been allowed to dump
(B) reduced the phosphates amount  that municipalities had been dumping
(C) reduces the phosphates amount  that municipalities have been allowed to dump
(D) reduced the amount of phosphates  that municipalities are allowed to dump
(E) reduces the amount of phosphates allowed for dumping by municipalities

答案选D。不明白为什么要用are allowed to dump，如果1972已经成为过去，那么过去的一个agreement为什么能影响现在的排放量呢？

求大牛解答。。。。

这个题我之前也纠结过，后来想通了，想必LZ一定当时选了A?
A用了过去完成时，说明原句必须是有明显时间先后顺序的过去的两个动作，但是原文很明显，减少排放量是在协议通过之后而不是之前，所以A就错了~
至于为什么选D
这个题是1992年生效的两国间的协议，所以“允许排放”这个动作要么用过去时态，表示对现在已经没有影响了也就是were dumped，要么用一般现在时态，表示对现在还有效
至于你的疑问，我觉得是个小小的逻辑问题，因为国家间的协定很多都是早年通过，然后一直有效的，短则五年十年，长则五十年上百年都是possible的~

请教一下 D选项是一个过去时没有影响到现在啊但是后面又是一个are dumped 逻辑上还是很别扭

当从句表示客观事实或真理、习惯性的或反复出现的动作时，其失态不受主句位于的影响，必须用一般现在时。

过去式reduced，两国间的协议“减少”----发生在过去
are allowed to dump, municipalities are allowed to dump--- 从协议之后一直“be allowed to dump”，因此present tense make sense
