A选项是说18岁以下的hispanic，而C选项说18岁以下的加州人。所以我选错了。没有敢选C.
C没有忠实原文啊！！
但是答案确实是C。

我没有看出改变原意来，这是我的理解。
A；Hispanics 在 California占 43%
C;  California的43%为Hispanics
A选项是说18岁以下的hispanic，而C选项说18岁以下的加州人 ？？？
如果我理解有不当之处，请楼主指出，咱们继续探讨

先不说A选项的表达有多别扭，单说句子结构，
A选项不合理，A选项的主语是Hispanics under the age of eighteen，而后半句是compared with a decade ago。两者完全不同，这种比较完全不成立。
再来看C选项，主语more than 43 percent，后半句状语部分compared with about 35 percent，很显然，比例与比例之间的比较才是合乎逻辑的。所以只有C选项是正确。

另外说一句，有的时候不是看改变不改变句子意思，而是要使句子更合理。因为题目很多时候都是经过修改的错误选项，并不是真实原文，目的就是让我们挑出最合理的选项。
