The Department of Industrial and Systems Engineering has carefully considered your master’s degree graduate application for the fall 2013 semester.  Our department received a large number of outstanding applications from prospective students and it is impossible to accommodate all those who apply.  While we were impressed with your credentials, we have completed our incoming class.  Your application was on our waiting list until we heard back from the students we offered admission to.
