The following is part of a memorandum from the president of Humana University. "Last year the number of students who enrolled in online degree programs offered by nearby Omni University increased by 50 percent. During the same year, Omni showed a significant decrease from prior years in expenditures for dormitory and classroom space, most likely because instruction in the online programs takes place via the Internet. In contrast, over the past three years, enrollment at Humana University has failed to grow, and the cost of maintaining buildings has increased along with our budget deficit. To address these problems, Humana University will begin immediately to create and actively promote online degree programs like those at Omni. We predict that instituting these online degree programs will help Humana both increase its total enrollment and solve its budget problems." Write a response in which you discuss what questions would need to be answered in order to decide whether the prediction and the argument on which it is based are reasonable. Be sure to explain how the answers to these questions would help to evaluate the prediction.
The author reasons that: Since Omni University has increasedits online enrollment, their expense on classroom and dormitory has decreased; ThereforeHumana University should do the same to solve the problem of financial deficitand unsatisfying enrollment decrease. The argument may seem reasonable at firstglance, but a closer look at the reasoning behind it reveals many gaps thatneed to be filled. Without answering those questions, this article by itself,as of now, is unsound. First question that need to be answered is why theenrollment of Humana University ceased to grow in the past 3 years. If thedisappointing enrollment rate is due to subprime education quality, thenopening online courses would not help increase enrollment at all. Take forinstance if the professors at Humana University is irresponsible, or the waythat the classes are organized is confusing, or it’s extremely hard to graduatefrom this college, then students are only going to continue enrolling in otherschools if Humana fails to identify the real problem and solve it. We also haveto clarify whether the increase of enrollment in Omini University is due tochanges that they recently undertook, say if they have introduced an newinnovative teaching philosophy, or they have hired some renowned and popularfaculties that are actively involved in the online courses. Without ruling outsituations that could also stop the enrollment rate of Humana University togrow, the author’s argument cannot be justified. On the contrary, if the decrease of enrollment is caused by increasinglyexpensive gas price, or overall economic gloom, then giving the students anoption to learn online would save their commute expenses as well as boardingfees. Only under situations that the problemdoesn’t lie specifically in Humana University or Omni University itself, willlearning from Humana University help. Another question that need to be answered in order to betterevaluate this argument is what is the major cause of the budget deficit.Although increased cost of maintaining buildings would certainly be part of thebudget deficit, it doesn’t necessarily have to be the biggest hole. A detailedlist of the balance statement would be needed in order to evaluate thesituation. Let’s assume the biggest problem lies in insufficient tuition revenue, then opening online courses will not necessarily be the best solution; becausestudents expect to pay much less tuition if courses are offered online insteadof in classrooms. Other solutions likeopening up to international students, who are enthusiastic in pursuingeducation overseas and are from affluent family. Thus the out of state tuitionthey are willing to pay would certainly boost the school’s financial prospect. Overall, the author leaves out many crucialquestions to be answered that are necessary to validate his argument. Lackingdetails about the real causes behind the problem, the reasoning behind thisargument commits fallacies of false analogy and causal oversimplification. Inorder to better evaluate the argument, specific answers to the abovementionedquestions need to be provided.
