The answer seems "no" because of the impossiblity to predict the outcome of a line of research with any certainty. However,although many breakthroughs comes from incidence, development in science and society should not merely await for happence.
It is true that people cannot predict the outcome of a researche because researches are designed for find a new theory, an invention, or principles behind a certain phenonemon. Since such aims are obscure and hard to be sustained, we cannot predict whether new breakthroughs could be gained. On controry, commition to incidental findings sometimes contribute more to development of science and society. For instance, Fleming, discover of penicilin, once was commited to cultivate a kind of bacteria but his culture plates were destroyed by a kind of mold. Distracted from routine research to this kind of mold, Fleming brings the penicilin to the world and made his success.
Just because it is impossible to predict the outcome of a line of research with certainty, we cannot determine whether we could get breakthroughs if we have not limited our investigations. As can be easily seen, incipient of a research calls for comprehensive knowledge and analysis of the researchers, scientists and engineers are more possible to get breakthrough than commited to the incidence in their routine research. It is not deny the contribution of incidence in researches, but only few of them lead to final success in history compared with routine reseachers. Breakthroughs are like earning money. Although many people get much money by lottory, mostly wealth people are commited to their own works and finally succeed.
In addtion, we should not lose the sight of fact that researchers seems attain breakthroughs easily because many of them gives up on the way to success. In science, reseach for a new principle or law are so boring that many scientist seems to be easily attracted by seemly fast-way to success which lead to failure in all. As a result, the formal efforts and time paid turns out to be wasted. Furthermore, reseachers on engineering and technology are never easy to creat a new machine or tool. Because too much money would be used to discover something has an immediate and practical application, without a wholy commition to those areas, egineers are more often wasting time and money rather than contributing to the society and country.
To sum, although many scientists and engineers make breakthroughs by chance, we should not lose the sight of fact that normally it is those who commited to a certain investigation gain success. After all, we knows more about the reseach which we are commited to than in other fields or incidental findings during our routine reseaches.
