答案选E，我对于and和逗号and的用法很纠结啊，如果E选项把逗号去掉是不是更好，加个逗号反而觉得该加 it 啊
还有是不是有主谓之间不能有逗号的说法，望大神解答！~

我也不是很清楚。但是manhattan有一个帖子：

讲了一点逗号的用法，最后一楼有一个链接，也可以打开看看。主谓之间如果有插入语的成分的话，那么是应该加逗号的。

这三个平行是一个大平行， and前面还有一个逗号原因 是为了让你区分开大平行和 required cyclists to keep feet on pedals and hands on handlebars at all times 这个小平行 如果不加逗号的话，  
required cyclists to keep feet on pedals and hands on handlebars at all times and granted pedestrians right-of-way
这样看起来 就混乱了 大小平行就混在一起了。。
