有关from to 的问题

prep 07 sc2 59题说from to带有方向性，表示范围最好用range from，但是我最近做的一套模考题上表示范围跨度竟然使用的是from…… to…… to……。
form to 到底可不可以表示范围？

我觉得两个是不一样的from。

PREP：If something changes from one thing to another, it stops being the first thing and becomes the second thing. 由… (变成)
例句：Unemployment has fallen from 7.5 to 7.2%.
这个应该是你说的方向性的时候。

PREP：You say from one thing to another when you are stating the range of things that are possible, or when saying that the range of things includes everything in a certain category. 从… (到…)
例句：There are 94 countries represented in Barcelona, from Algeria to Zimbabwe.
