那我重新看了一下，that后面的句子是：the most obvious effects, and those that would have the largest impact on people, would be extremes of temperature, precipitation, and storminess。
可不可以这么理解，those 表示effects。
主语：最明显的effects， and effects that would……
谓宾：would be extremes of temperature, precipitation, and storminess。
