Personally feel that "sth is needed by someone" sounds a little wired.  D is better. Choose D.

我想A的错误在于一个全被动结构没有用合适。宾语+be+过去分词+by+主语，这样的被动结构本来补充了动作发出对象。在举棋不定的选项中可以算成“好的被动语态”了。但这里的宾语太长了，也就是说，动作的接受者长度太长，其间还有逗号。而发出者很短。从句义的理解角度来看，容易引起理解困难：动作接收者在阅读到谓语和by后的主语时不易分辨。

这只是我的一些看法，希望大家多多指教。

同意楼上,有些用法是我们以前没见过的,在做题时无从决断对错,好比这个each,我想只能从其它方法来破题了,不可因为没见过就觉得是错的.

看到大家说D正确，当然主动由于被动，但是they would each need a visa, 主语是they，而宾语是a visa， 为什么不是visas? each只是补充说明they呀？所以我选了E。谁能解释一下？

我做这道题时在A和D之间犹豫了半天，还是觉得D中的they would each 非常别扭，所以选了A。希望有NN能给解释一下这是什么用法呀，难道 they would each need a visa... = they each would need a visa...?

E的each of them 中的them 指代不清，主动优于被动
