Suggestion According to what we had discussed before, we see a bright outlook for Hong Kong’s re-export. However, as the competition being increasingly fierce in the export industry within Asia, Hong Kong government should focus the efforts on cutting down the re-export cost so as to maintain their competitive position around the world. Reducing the re-export cost should be the top priority. Government can fulfill this by two means. First, Hong Kong Maritime Industry Council should integrate and reduce the number of charging items. Compared with Shanghai, Shenzhen and Taiwan, Hong Kong has more than 20 dock charges, which is the highest among the world. Such a high cost will drive business out and thus losing customers eventually. Moreover, setting a ceiling for ship registration fee and the crew license fee would help greatly as well. Second,cutting tax for local shipping firm may also help. Through signing shipping tax exemption clauses with other countries, the burden of local shipping firm inoversea taxes would be lowered and therefore enhance their international competitiveness. When the turnover increases based on actions government took above, the quality of service should also be improved. Government can achieve this through three aspects: Education, and law protection. Education would be a long term action. Government could increase the spending on training labors. By cooperating with local colleges, they can set up an extra year programs after students’ graduation to attract more talents joining this industry and thereby, improve quality of the service in the whole industry. Second, providing a well-developed law system would not only appeal to high-quality customers but it also is a deterrent to those notorious companies. By increasing both quantity and quality of the re-export industry, Hong Kong’s strong position in trading could be maintained and better developed.
