这个是正确答案里的一部分，想问一下that引导的是修饰engine的定从，中间插入了＂is being texted"？这样可以吗？

这属于定语后置，或者说算是倒装。
正常语序：a new type of jet engine that could eventually propel aircraft anywhere in the world within two hours or help boost is being texted
修饰engine的that从句，太长了。如果将is being texted置于后面的话，有头重脚轻的感觉。
