呵呵，开个玩笑，这个句子一读就觉得只有C和D语法上正确，   但是D语义上有问题。
至于E；得不知道他说了个什么   legislators   cite  the concern as an obstacle for Congress to pass it 。这句话错在 to pass 作为不定式后置定语它不能有两个宾语（前边的名词是一个，另外一个是it, ），所以这个句子看一眼之后没有人会考虑它。

多谢指点！但我还是很困惑，pass没有跟两个宾语啊，只有一个it，E 等价于cite the concern as an obstacle for congress to pass it（concern后置为了紧跟后面的定语从句），所以我在想，是不是it指代的问题，it不能指代前面整件事，即不能指代to increase the bank's funding这件事。

你没有明白，( for congress to pass)作为一个 定语，它必须要和前边的构成动宾结构才能有意义，不是一大堆词想怎么放就怎么放。

CD 之间选择，D的that距离concern 过远，不好
C倒装，可以接受。C
