平行结构以及逗号and to do 疑难请教

我在英语学习中遇到了两个问题，朌解答！

问题1；

对I have never seen an ant, but last year my father saw one.
错I have never seen an aardvark, but last year my father did.   有人解释说是因为前后时态不同，所以不能省略
但是我看其它语法材料就没有说时态不同不能省略；
Bob has not writen his report ,but he will soon (write his report)    顾绍熹 . 英语省略结构. 外国语：上海外国语大学学报, 1981,        (03):

不知道这两种说法是否矛盾，是否有一种说法是错误的？

问题2；

North Korea has told foreign embassies in Pyongyang it cannot guarantee their safety in the event of conflict,and to consider evacuating their employees
BBc新闻；这句话的意思是说朝鲜告诉外国使馆不能保证他们的安全，让他们考虑撤出，也就是说 and to do sth 和一个that从句并列！
但是可以这样用吗？   
是否  I tell you a secret ,and to go to university ? 这样的句子也是正确的呢？如果不是它和上边的例句区别何在呢？

问题3；

It is these details that Chinese people are revelling in, and which have surprised so many observers.
请问这里which从句是定语从句吗？ 如果是为什么前边要有and呢？and作为并列连词前边不应该有平行部分吗？  为什么不用it is this details that ……，and that 这样强调句 两个that作主语呢？

若语义需要，不定式与that从句或其他结构并列是完全可能的。如：

They usually want low taxes and to encourage private businesses rather than businesses owned by the state. 　　

此句摘自《朗文当代英语辞典》(2003年第4版) right 词条。句中的不定式to encourage private businesses rather than businesses owned by the state 用and 与名词短语 low taxes 并列。

问题4；

Adam Smith's wealth of Nation(1779)  is still worth reading ,more to appreciate the current relevence of Smith valid contributions to economics than to see those contributions as the preciousness of present-day economics.
这里不定式是原因状语吗？什么时候不定式前要用逗号呢？

a law passed in 1933 making it a crime punishable by imprisonment for a United States citizen to hold gold in the form of bullion or coins,（that a United States citizen hold gold in the form of bullion orcoins）that从句是否可以？

我看来，这句话如果不是OP没给完整的话，就是有错误的说。要么少了个was（trained）要么and 多余。

并列和平行式一样的么？

我刚在论坛里看了一下也有其它人问到主动语态和被动 ...

joined the Continental Army in 1782  是Deborah Sampson  的定语！好像不是平行结构！

And 除了常见的形式平行和概念对等外，也出现不完美的平行结构。

1.当过去分词、现在分词和形容词都作为形容词作用时，可视为平行。
A mastodon carcass, thawed only once AND still fresh, is on display.

2.从句平行时，从句引导词相同可视为平行结构
A mastodon carcass, which has been thawed only once AND which is still
fresh, is on display.

3.动作名词和动名词可平行
The rebels demanded the withdrawal of government forces from disputed
regions, significant reductions in overall troop levels, THE raising OF
the rebel flag on holidays, AND a general pardon.

但是无论如何我觉得从句和不定式平行还是有点说不过去，或者二偻说的还是有道理的，这是两个句子，只是省略了

那什么时候是并列？什么时候是平行呢？
最重要的是平行还有什么意义呢？ 所有的不平行我们都说成并列不就行了吗
