马里兰这封录取信神马意思啊？

楼主1月15号录了马大的MSF，然后以没钱为理由拒了。结果今天在学校不靠谱的收发室里翻出来马大2月19号寄到北京的一封平信，神奇的是，竟然告诉我被business and management录取了，并且classified as out-of-state for tuition and charge-differential purposes。我知道马大学费分州外州内不一样，out-of-state for tuition是说我被确认要交州外的那一档学费。可是charge-differential purposes神马意思？是对我没钱上马大的回复吗？我根本没有申请过什么business and management， 这封信是怎么一回事啊？

第一段如下：

I am pleased to offer you admission to the Graduate School at the University of Maryland for the 2013 Fall Semester. Your admission is to the Master of Science program in Business and Management. You have been classifed as  out-of-state for tuition and charge-differential purposes.

貌似就是在说你被认定为应该缴州外学费吧
