What does this offer letter mean?

"In addition, the committee has attached a scholarship package valued up to $xx,000 over the two-year program.  The distribution of the award and the Scholarship Terms will be detailed in the admission package being sent later this week."

I feel confused by this "UP TO". Does this mean the maxium of scholarship is $xx,000 but it doesn't necessarily mean it is the amount I will recieve?

i feel the amount may depend on your academic performance(second year).... the best way to find out is to look at the packge when it arrived

我觉得是罐装邮件，不个性化地一一修改数目，所以用up to方便。

刚问了另一个拿到offer的同学，她的信里也用到up　to了，不过是另外一个金额。Anyway，还是等到package到了再仔细研究一下吧。

我觉得是罐装邮件，不个性化地一一修改数目，所以用up to方便。

两年制program奖学金第二年往往有条件，比如gpa大于多少多少。所以你不一定能拿到对方offer你的那么多钱，这大概就是up to的意思吧
