v-ing ...前面没有逗号，那么是作为noun modifier，修饰临近的noun，也就是说enabling...修饰了powers，从句子意思来理解，应该就首先可以排除B和C，ADE都是修饰作用，但是DE用了them和they，与前面单复数不一致。

即A awarded B C. 后面的-ing就是修饰这个C，也就是修饰这个Powers。

B 主谓宾已经很明确了，for it to withhold from the public 这个it 多余，ackward ，而且for it to 是神马结构？

C  for withholding disclosure to the public of  withhold 的逻辑主语成了powers，而且最 后面的of没法解释，整个句子看起来不之所云 。
