OG的解释说C,D中as 从句是多余的，可以理解

但是说as的用法是错误的，为什么呢？感觉从语法角度讲，as they already did从语法角度是可以讲通的啊？

but C and D conclude with faulty as clauses that are awkward and unnecessary, because will continue describes an action begun in the past. E is the best choice.

多余可能不是从语法角度，是从意思角度吧？？continue已经足够表达过去，现在，将来了。

此题11版OG的解释是在考这个结构：if x happens, then y will happen

x = proposed expenditures 时态 are reduced 现在时

y = news reports 时态应是将来时 will continue to diminish
