我觉得时态主要是由meaning决定的，平行在形式上主要是要求结构一致，至于时态要根据meaning决定，用time marker判断。比如这题中各自有明显的time marker:  ten to twenty billion years ago（表示过去时）和ever since(现在完成时)。

这题是考察平行吧
首先，noun that is句型是典型的啰嗦结构=adj+noun ，因此排除ABC
再看DE，overestimate the amount of energy used by ...与 underestimate that used by....平行。其中，that指代"the amount"(是原amount的copy，所以不能用it)
