OG Verbal 76: D. Under a provision of the Constitution that has never been applied, whereby Congress is required to call a convention to consider possible amendments to the document.

Answer D: Whereby introduces a sentence fragment.

我查了一下Whereby是个副词，像大家请教，为什么OG说加一个副词就造成fragment了呢？

whereby 这里也引导了定从修饰了provision（虽然显然结构不好），给LZ贴个朗文的解释就明白了：whereby
：by means of which or according to which
　例子：a proposal whereby EU citizens would be allowed to reside anywhere in the EU .(这里whereby后一整串都是修饰proposal的)

Ls正解，whereby引导定语从句，所以本句子无主句部分。
