答案是B，我没有异议。但是题目中的at billions of light-years from Earth the most distant observable objects in the universe,是不是主语的同位语啊？可不可以改成  the most distant observable objects in the universe at billions of light-years from Earth ？

是对名词的解释说明，不一定是同位语。LZ这样改，不能说不对，只能说把状语并列后很别扭。

可以这样说就是一个同位语。但是如果放在universe之后有修饰universe之疑，所以提前放在句首，同时也避免修饰部分的头重脚轻。
如果加上that are就不会有模糊修饰嫌疑。
the most distant observable objects in the universe (that are) at billions of light-years from Earth
