首先，LZ可以判断这是the more.....the more..... 的结构，这就基本可以锁定C选项的正确了。

A 的选项混乱了对象，不应该是Manufacturers rate higher 而是 batteries 有 higher the watt-hour rating 。就是说不是因为制造商把电池测的高，它的时间越长。而是因为如果电池有高的测定瓦时数，它才能时间长。

其中 X and Y 不需要有相同的结构吗？
这里 X = the rating --> noun
Y = the battery can be expected to last  --> subject + verb = sentence
